School incentive awards increase attendance, criticism
Schools try to boost numbers through prizes, but the feedback is mixed

The carrot at Stevens Elementary School is a shiny new bicycle, raffled off at the end of the school year for perfect attendance. Elsewhere in Houston, principals offer up trophies, restaurant gift certificates and autographed photos of the Texans cheerleaders to kids who make it to class every day.
